Clare Brown

Clare Brown is an international human rights lawyer with fourteen years of experience working in the intersections of gender, human rights, and the rule of law in Africa and the Middle East, including ten years with a specific focus on Somalia. Clare specialises in providing advice on streamlining gender and human rights considerations into project operations and management, and in creating tools and guidelines for this purpose. Her experience includes coordinating the drafting of the first Sexual Offences Bill in Somalia; overseeing the establishment of a Civilian Oversight Board capable of receiving complaints from women and minorities about mistreatment and abuse by the police in two districts of Mogadishu; and conducting research into the drivers of child recruitment to al-Shabaab. She has acted on behalf of Somali clients seeking justice for drone and air strikes carried out by US and other militaries and has represented Rohingya victims of crimes in various international forums and procedures, including before the International Criminal Court, in a universal jurisdiction case in Argentina, and in numerous cases against Meta around the world. Clare has a Masters (LL.M) in International Humanitarian and Human Rights from American University and degrees in law and political science from the University of Queensland.
